The chain is covered with a velvet cloth. I bought this item from a church estate sale and I think it is new in the box but the box was opened. There are only 2 bulbs in the box and there are supposed to be 3. They appear to be LED bulbs. The other pieces seem to all be there, but I cannot say for sure as there is not a paper telling me the contents. The crystals are glass, not plastic. Overall, its a beautiful fixture. I would love to hang it here at home.
