Lulu track jacket. Don't remember the name they had for it but it is made of 4 way stretch material. It has been worn and washed several times but very little signs of use. I have removed the 3 yard tag from this jacket, but it is a Medium.

@tennis8345 looks to be 21 inches. See photos. I am 5'10 #175 athletic build and it fits me well. Not too tight but no too baggy.
