moorej28 @stephani_ann203 👋🏾 Thanks for your interest. Yes it’s true to size. The mid section measures at 16 inches across and the bottom is 21 inches, so yes a flowy effect at the bottom. The material is not super soft, but not hard either. Very comfy and cute dress.

moorej28 @stephani_ann203 Weird it’s kind of in the middle. Light weight but the dress still has some weight to it. The wind wouldn’t blow it.
