This is a fashionable Navy Blue pleated Skirt by Lipsy London. I purchased it at a shop in London. The sizing in the UK is different than the size in the USA. This is sized UK 8 which is a size 4 in the US. See the measurements below. MEASUREMENTS: Waist: 24" - 28" The belt is elastic. Length: 30" It is made of a polyester fabric and has a wide black elastic belt. The skirt is pleated in small pleats. The whole skirt, front and back, is covered in random shaped white circles.
