Libertine for Target Lace ruffle skirt

A gothic, romantic, or sweet piece - for a Target garment, in my opinion, this is good quality. However, there are little whites fuzzies (pictured), and a stain about .5”x.25” on the front, left, middle of the skirt (pictured). The ruffles also need to be streamed or ironed.
