carlynnescloset @topazclaire Yes, you are correct. The size is 28 but the “waist” measures at 30. If you are normally a 28 then they should fit fine.

carlynnescloset @topazclaire to help you determine better you should compare to another pair of jeans you have that already fit you well. Measure the top waist and the rise (from the crotch seam up the center to the waist). The rise on these is 12.5 because they’re Highwaisted. So it chages where the actual waist hits on the pants.
