Does the gathered stretchy part in the middle go around the waist? Could you measure from shoulder to length?

@jrzgrl04 sorry I didn’t see this! It goes around the waist, but you can also adjust it to whatever feels comfortable. I will aim to measure tomorrow. Ive also uploaded some pics of me in it for reference.
