stellamarisshop @queenof88 Good question! It is 22" flat across the bottom hem. There's a bit of flex there, because the bottom button is not right at the bottom of the skirt. With the flex, it can open to be 25" across the bottom hem when the skirt is laid flat. Hope this helps!
