jilips @kclarkaz i do think it is true to size, i am always a 4/6 in dresses and this one fits me perfectly. Where I measured 15 inches across is not actually the waist, it is where the top of the dress meets the skirt and hits me around the ribs. As you can see from the pics the skirt is very full so really forgiving. Hope this helps!
