Size 8 Jessica Howard by Mitchell Rodbell. Velvet fitted body, broad shouldered silky looking material with super sparkly big decoration. I would guess this dress is early 1990s? Let me know if you can place the era better! Super cute, I just never got around to wearing it or modifying it.
