@iralee_acosta it is like regular cotton. Not starched. Soft but not silk or polyester soft.

@angelia6971 it is a little stretchy at 60% cotton. I am no seamstress but laying it flat I measured 16". I can't assure you I measured accurately, but it is a size small and fits true to size. Feel free to make any offer on this item. 🙂 I will soon be adding it to my donation bag to drop off at a local place.
