I had the exact same issue with these shoes. I ordered 7.5 in Navy and Tan. The Navy fit perfectly and are so cute and comfortable. The Tan are just too small. (I’m thinking a manufacturing/labeling glitch.) They are a more like a 6.5/7. I’m giving mine to my (more delicately footed) daughter.
These are a BARGIN at $40!!!
