I think this originally came with a knitted belt (1960s-70s style) but I never used the belt and no longer have it. This is a knitted fabric that was then brushed to create the pulled fibers on the surface of the shell. Some places the knit can be uneven or the brushed fibers are less dense due to age and wear. As part of cleaning/maintenance, I would lightly brush the exterior with a stiff bristle brush - this both lifts the fibers and also removed any dirt/dust/etc the fibers had brushed against or collected - similar to brushing suede to lift the nap.
