This blazer has lace trim around the collar, a ruffle on the back hem, belt loops, slight padding on the shoulders, buttons on the sleeves, and three buttons to close. If there was a belt it is missing. Estimating a size 8 or medium. Measurements are as follows: 16 in across shoulders 22.5 in from collar to hem 25 in sleeves 17 in across waist (All measurements taken laid flat)
