What is the exact waist on these pants

@dstarr7 they measure 14-3/4β across top. At the hips they measure 17β across. Across thigh the leg is 10β across. Inseam is 34β. Rise is 9β.
The tag inside reads 34/6.
They are fully lined. There is no stretch.
