This is a handmade to resemble Bo Peeps Skirt/Cape in the Toy Story Series. It can be work as a dress or cape. It is reversible. Pink flower can be removed and updated. I ran out of time and used what I had! Cute ruffle lace trim on the end! There are a few small faint stains on the white from candy. But overall the skirt is in excellent condition. I wore this at Disney World's Halloween Party. Pair with blue leggings and a cute top. Dress twirt fact is on point. Basic Circle skirt with open side. This could easily be adjusted to make smaller.
