speshulgurl Hi Nicole, Thank you for the question. The waist is 24 inches with a firm elastic stretch to 24.5 inches. The closure at waist is hook and threaded-eye. The threaded-eye can be moved over 3/4 of an inch max to give you 24 3/4 inch waist without affecting the snap closure on the slit below. Please see the last picture that I added for the visual and you will understand. I threaded a red ribbon through the eye to show you its position. Hope this helps.
