Guess Shorts - Size *SEE MEASUREMENTS*

I purchased these shorts on eBay and thought they were a size 26, however, when I received them they were big on me. The tag was cut out (see picture) but the measurements laying flat are as follows: Waist -- 15" Length -- 9.5" Inseam -- 2" Rise -- 7"
