Length please, is it fitted and is it true to size

@kathyk12 This dress is a little over 38 inches in length from shoulder to hem. It is a fit and flare, so it comes in at the waist and out into the full skirt. The waist is about 15 inches laying flat (30 inches around). The dress comes with a removable tie that goes around the waist. The bust is about 18 1/2 inches laying flat. I would say this fits true to size.
