Goompy vintage happy doll

A goopy doll that looks kind of like a little clown in felt vest and shorts. Has original tag which has signs of wear. Hair is matted in the back. This is a very vintage item and from what I have found could be from the 1930s or 40s, but I cannot completely verify this. He is a super unique hard to come about vintage item.
