Golden fun dress/tunic

Honestly, I don't know if this is a dress or a tunic and I spent a long time trying to figure it out and I'm still perplexed. It has a cowl back with tie and a waist band. Might be a bit short to be a dress, but the right person will know what to do with it! Never worn.
