lbrisc @runrgirl1975 sorry I misunderstood your original question. I think the smallest it could be adjusted to would be 19”. It’s in a little plastic case, but I can put it in a box if you would like. It came from a boutique so there was no tag. It was a gift, I just have one similar and never wore this one.
