vintage_vogue_ @laurab71_ hi sorry for the delay. Yes that whole top part including the waste area stretches to about 20 comfortably. You can get it to 22. And the hips I just double checked the measurement flat lay 19 a little past. I hope that helps if you need anything else, just let me know. including the waste area,
