Gilded antique picture frame, with postcard of a Victorian lady, handmade?

The frame is quite heavy, and has no real damage. The lady in the picture is lovely, but she is only a postcard, which could be replaced. The frame measures 13 x 15“ on the outside . The inner window is 4 1/2 x 6 1/2 “
