Is this coat unisex and hat are the measurements?

No reason it should not be unisex. No tapered waist hangs straight down. Armpit to armpit across chest measures 22". Shoulder to bottom of coat is 24", Top of shoulder to wrist is 22. You can also unroll for a couple more inches
