Gap Cigarette high rise size 28 / 6 petite Dark blue but fit like a 27

Gap Cigarette high rise Size 28 / 6 petite Dark blue 11" rise 24" inseam I bought these brand new and was disappointed they didn't fit comfortably. You can tell from the picture that they are very tight on the waist. They're more like a 27. (For reference I'm 5'2" and a size 6/8)
