Looks halter at the neck, but criss-crosses in back and ties below near the waist. Long, maxi length. Gathered at the bust. Empire waist. Zips on the side. There is a dent in the fabric near the hem that might be ironed out, I can't tell. It's not a hole, but there is a mark.
