@cdnewmexico123 Hi there! When I originally purchased the skirt, my intentions were to wear it at my waist, but it didn’t fit. Not sure if it was designed to be worn at or below the waist, though - sorry! If it helps - the waist is not elastic (side zipper closure). Thanks!!
