Free People Jeans - Size - Please Read

Free People jeans, light wash, lightly distressed, clean, good preowned condition, fairly lightweight. I don’t know how to size these jeans. The tag says 28, but the waist is way bigger than 28. Please check measurements, hopefully the perfect person will find these jeans. Laying flat, waist measures 17”, hips measures 19”, one thigh measures 10”, front rise measures 8 3/4”, back rise measures 14 1/2”, inseam measures 32”.
