@aspenjacobsen Hi, yes it is meant to fit loosely on the hips! I updated the posted pictures to show the measurements so you can see exactly what I measured in case I did something wrong. Below are the measurements I came up with:
Bust: 12in
Waist: 16in
Hip: 18in
Flare: 20in
Strap to hem: 30.5 in
