is this an 'off-shoulder design, and if so would the sleeves stay up on the shoulders, do you think? cotton?

@peamama I'm not gonna lie, never wore it! But the ties go over your shoulders, the sleeves are elastic. I'd think they would stay on your shoulder if you pulled them up. Especially the way they're separated. It's really a cute top. I kind of forgot about it, and now it's too big for me!
