Frame Black Le Skinny de Jeanne Denim Jeans

Frame black Le Skinny de Jeanne denim jeans, stretch, five pockets, zipper fly. They are a size 28. I bought them in a secondhand store and not sure why there’s writing underneath the number 28. They were a bit snug on me and I usually wear a 28 so I would say they fit more like a 27 but see photos for measurements.
