Forever 21 Distressed Zipper Shorts

These are distressed looking with a zipper on the side that does open/close. This is never worn before without tags, I never got to wear because I got the wrong size. Going to say these fit like a 0-2 but it says 25 for size measures 25 in waist & 8 inches in length.
