Flowy Light Blue Mini Dress with Puffy Sleeves

Flowy light blue mini dress with dots all over. Puffy cap sleeves and a removable belt. Dress is pretty short (comes to halfway up my thigh) and was a little too small for me. New with tags from Francesca’s. Would be really cute for a party or picnic.
