Floral Strapless Dress with Crinoline Under Skirt-M

This dress is flirty & fabulous!! The black fabric has a pretty floral of pinks, whites and green. The strapless top stays put because it has a rubberized secure border at the top. This dress was purchased by my daughter for a party but never worn. It has belt loops but she removed the belt but I might be able to supply a thin belt to you from my boutique if you need.
