Does this feel like true small? Or does it fit real loosely?

@agonzalez077 well I'm between a small & a medium on top & it fits me. I wear a C cup & it's not super tight on top, but form fitting. I'm a medium-large on the bottom, and it's still really flowy , since it's a smock dress. So basically wether you're a small or a medium, it should fit you no problem.
