Does this flare out as a dress or more of a straight cut? And can it be worn fully unbuttoned like a jacket?

Depends on your body type like im more curvy so it fits like straight cut but if your more petite it could fit a little more flowy and yea that's what my plan was to do with it was to wear it unbuttoned but it didn't fit me well enough:(
