Fancy Fantastic Painted Vintage Owl Bracelet

Is this for real? Antique owl bangle for a smaller or flexible handed lady. (I actually have big hands, but they “bend like an alien” per my sweet husband). Vibrantly painted face (resin? plastic?) with sparkly eyes on a Bakelite-like bracelet. I’ve been around the block a few times and never seen anything like it. Purchased from an antique vendor in the 90s. Please see size- must have a bendy, foldable or Smallish hand to get into this baby. Kitsch!!
