This is a beautiful black felt tilt fedora from the 1940's. The crown is round and folded, and the short brim is turned up at one side, and down at the other side, partially covering the eye. A wide black grosgrain band surrounds the crown and ends in a bow. There is a very large "flower" at the front/side consisting of yellow velour "petals", plus a yellow ostrich feather at the center. The hat sits sideways in an asymmetrical way. There is an elastic band attached inside the hat to help keep it in a tilted position.
Tilt hats were popular in the 1930s and 1940s. They were worn at an angle and held to the back of the head by a strap, rigid ring, elastic band beneath the hair, an extended cap, or a combination of these. 30s Fashion certainly seemed fussier than the 1920s with its relentless ornaments of bows, trims and frills.
