Exquisitely Ethereal Vintage/Antique Handmade Blouse

I’ve done some looking but I can’t find much information on this piece. I believe it may have been made privately or custom. It has signs of wear throughout (see pics) but is still beautiful and very wearable. No fabric tag. It feels like an extremely delicate natural fiber.
