This is an adorable cropped tee with white lace/embroidery. The embroidered part is see-through (see 2nd pic) and it has cuffed sleeves. It's in good condition, I bought it at LF in LA, which sells vintage and upcycled clothes. I just never actually reached for it to wear, it still has the tags from LF.
