It is a flowy, tulle overlay, ruched bodice dress great for semi formal dance or any special occasion! Please see pictures of measurements. It does have elastic inside that I assume you latch together to keep the dress in place. I purchased this for my daughter’s semi-formal dance but it’s too small for her.
