EXPRESS Super High Waisted Ripped Petite 8 fit like 10-12

Express light wash, mom cut, super high waisted ripped jeans 5'9,150 and usually wear Express 10, 8 if stretchy. These fit like a 10-12 in the hip, stomach, butt area. Petite is 23" inseam. The only difference in petite sizing on these is the inseam. Measurements included with photos. Worn and washed a couple of times. I wanted to love these, but couldn't make them work for me.
