EXPRESS Chiffon dot/print Strapless dress

Chiffon layered printed mini strapless dress with tie I have no real idea how to describe this print. They seem to be little shiny/reflective circle or donut patterns stuck on. Lined with a dark fabric so no worries on show thru Elastic to stay up at top Ruched at waist and top, closer pic #2 Standard back Length: 28" front and back NEVER WORN. Was going to wear it to a wedding 2 years ago, and it just didn't happen Lmk if u have Qs.
