I believe this skirt is from the early 2000s or late 1990s, not sure. It has two pockets in front, as shown in the third photo. It has a fixed waist, measuring 14.5 inches, laid flat. The length is 24 1/2 inches from top to bottom. It has a back zipper. It is in excellent condition with no tears or stains. It has been previously worn but with great care.
