The measurement was taken while laying flat. The standard US 14
is
Bust 40-41”
Waist 33-34”
Hips 43-44
Since it is fit and flare style, the perfect size to wear is 14. 12 may be ok for some loose and comfort. But I prefer 14.
There is some small stain by the waist area, see picture for details. The stain may be washable, if not, the easy way to fix is to wear the bigger belt.
