Doll Sitting Golden Hair Curls Porcelain Collectible Display

Seated Doll. She does not move or stand. Porcelain Head and Hands, Glass Eyes with Eyelashes Golden Curls in her hair with green bows. Green and beige plaid dress with pantaloons and knit stockings and booties. There is a stain on one of the boots. I suspect it's glue. I tried wiping it off with a damp cloth, but it did not come off. I don't have a lot of experience with dolls, so I'll leave it as is. Maybe you know a good method to remove it without damaging the shoe. Someone suggested to me that she looks like a Goldilocks Doll, but there are No Markings on her anywhere on her body or clothing.
