This is an absolutely gorgeous dress from Doen a couple summers ago. The fabric is so soft, and because of the pattern, it doesn't seem as sheer as some of the viscose blend dresses can be. This is very gently worn, basically new without tags. It does include the waist tie. Dry cleaned once when I got it, and only worn once since then. I love it, especially the color and pattern, but I don't like how the collar looks on me.
