Brand new but I removed the tag as I was sure I was going to keep it and cut out the inner shorts (I do not like inner shorts on skirts). But again I have come to realize that I am just not big on wearing certain things anymore it would seem (short skirts just are never what I grab obviously) and it has not been worn even once.
