dlawlm @doowopbabe1 hi there! It is a balm, not pads. The product is made in the US. The box indicates the container parts are imported. Here Beautiful is cruelty free and vegan friendly. dlawlm @doowopbabe1 one of my friends uses it and she really likes the results. The texture is on the thick side and yes, you put the product on your finger (good idea to use a little spatula to keep the product clean) and smooth it on.
